Go ahead and put the plugin in the maven repository. You have access, so if you want to take care of the plugin from there go ahead. Govern yourself accordingly. Same goes with anyone else who wants to tweak the plugin. Just make sure you bootstrap to double check that your additions/changes don't break anything.
It looks like maven.apache.org will come to pass soon with some fine tuning of the proposal and at that point the plugins will live separately. But if it's convenient for now pop it into the maven repository.
