I've seen in an email on Monday ([SOURCE] Issue #TRQS202 - test) that it referred to a link to http://nagoya.apache.org/scarab/ which appears to work for me.
The link on http://db.apache.org/torque/issue-tracking.html (http://scarab.werken.com/scarab/issues) doesn't work for me. Hope this helps.
