IDBroker Starts Even if no IDBroker id types in config file

If you used only "native" or "none" idMethods why start up IDBroker? My
application uses only native, and we don't create the IDBroker ID_TABLE in our
DB.
This causes slow startup as IDBroker trys to find this table.
Patch to follow.
