The idea is to have a place where to collect the proposed changes and to decide which changes to implement, and where all conceptual changes are documented. As this has to do with allowed content and not with how validation is done, the discussion is, in my eyes, not relevant for the schema/dtd discussion. But of course the decisions would imply changes in the xsd/dtd used.
