Hi developers,
 
discussing with Thomas (tv) recently, I started preparing a Torque 
release. As we require Java 8 now, deprecated methods were removed and a 
new docker test environment is supported now, we decided to go for a 5.0 
release instead of a 4.1. 

The release candidate will hopefully be ready very soon, but there is a 
lot to do more, and if anybody wants to participate, don't hesitate to 
contact me!

What I did not achieve yet (mostly due to missing rights), is
- replace release 4.1 with 5.0 in JIRA
- add my public key to KEYS (in dist), could only add it to KEYS in 
torque4/trunk
- open question: Should we keep the old svn path 
repos/asf/db/torque/torque4/ or move to repos/asf/db/torque/torque5/ or 
just db/torque/torque? This might be done, but only without history 
(unless dumping) - ? If the scm will be moved to git, I would say let the 
svn paths as they are.

Work to be done now or after a release (at the latest), is
- read generated site documentation, update information and update site
- more testing, we might have a patch release (!), but the code seems to 
be quite robust.
