>From the looks of the error, it would seem that the velocity jar is the one that is causing the problem. I have had lots of problems getting the build to work in the past, and they ended up coming from missing a few JARs (check the dependencies page on the torque website) and from having the same jar in more than one version (check that you have only the latest version of the velocity jar and others).
This may not be the most useful response, but its hard to troubleshoot a local system...
