I have added tortoiseoverlays to a fork of your MQ repo for the installer
Note that the mercurial.iss does not uninstall TortoiseOverlays, as
recommended by Stefan Küng
You can do that manually through the control panel.
I have made a test of the components at my system, but not an integration
test.
Will you test it with the full build process?

The installer changes are in repo

The repo name is a little confusing, as my initial idea was to do a wix
installer.
