As you see this is an old and long thread. Since then tortoiseHg 0.6 was
released. The installer for tortoiseOverlays is still the same as in
0.5. This means that there are still only overlay icons for the
installing user. This is because of registry keys in current user
section. See the thread for further explication.

In the call of "msiexec" to install TortoiseOverlays, "ALLUSERS=1"
should be appended.

A patch for the installer queue follows.
