  The new commit tool does not handle correctly non-ACII file names. 

I have a test repository with Russian file names. They are displayed correctly 
in log and all the dialogs (or almost all) but when I try to commit a changed 
file the following message box pops up over the commit dialog: "Operating 
system cannot locate file '<file name>'! " 

The file names are displayed correctly in the committable file list and they 
are ok in the message box.

There used to be the same issue with early versions of tortoise hg but it was 
mostly corrected in 0.4. As far as I remember the solution was to run all the 
file names through mercurial's toutf and fromutf methods.
