They attempt to detect whether the existing install is too old to be updated in place, and refuse to install if that's the case. This means 90% of the users will only need a single reboot on upgrade. Before 0.7.1 is released, I need to improve this slightly. When upgrading over an existing install, I need to disallow the install path from being changed. I think this is a two-line fix to the ISS, but it hasn't been done yet.
