The commit tool you are using is called Qct, which is bundled into the
TortoiseHg as the default commit tool for current releases. You may want to
try TortoiseHg's internal commit tool to see if it works better for you, or
not. Please refer to the FAQ page on how to enable the internal commit
tool. Our plan is to eventually phase out Qct from TortoiseHg.

I had the same experience until I added some text to the Commit Message. 
It probably ought to be setup that if you try to commit without a Commit
Message then a dialog box asks you if you really want to proceed with a
blank message.
