TortoiseSVN doesn't do it like that, for example: http://tortoisesvn.tigris.org/ExplorerIntegration.html#contextmenus One may notice this for normal menu items, also. It appears if the normal background is white the icons are drawn as intended, but if the normal menu background is darker the colors get distorted.
