New issue 246: "hg serve" window hangs when I try to start a server using an 
already used port

Description:
  Steps to reproduce:
# Open some directory containing Hg repository in windows explorer and then 
execute "Web server" command from TortoiseHg submenu of context menu in that 
directory. The "hg serve - SomeRepo1" window will be shown.
# Click on the "Start" button, the server will be started on port 8000 by 
default. Don't close this server or window.
# Open some other directory containing Hg repository and execute "Web server" 
command from there. That will open the "hg serve - SomeRepo2" window.
# Click on the "Start" button in newly opened window.

Expected result is some error indicating impossibility of that operation.
Actual result is infinite nonresponsibility of second window.
