Description:
  Once I opened Commit tool, I never close it in while working. Since I check 
the file status with Commit tool, sometimes I forgot reloading before 
committing changes in working directory. As a result, I got different commit 
result from what I've seen then.

So, I hope Commit tool checks difference between displaying changes and latest 
changes before committing. Also warns if there is difference.

Although this is redundant feature, it can provide it as TortoiseHg option. 
Some users who manage a large repository feel this annoying because 'reloading' 
is high cost for them.
