It's said July 1 since we release 0.7 since we are following Mercurial's release schedule (0.9 will be November 1, just like HG 1.4) But it's not a big deal. The visual diff option on context menu wasn't an oversight. Reread the last line of msg #1. Extdiff provides zero feedback when there are no files to be diffed, and this confused a great many users. So I explicitly made the explorer context menu option always use the new dialog. At least it gives feedback when there is nothing to diff.
