Could you try to set "LANG" variable "en"?

Before editing environment variable, you can test like this:

# open command prompt
# type "set LANG=en" and hit Enter key
# (no output from above command)
# launch TortoiseHg dialog with "hgtk commit", "hgtk userconfig", ...etc

Please make sure difference before & after.

If you get correct button labels by setting "en" value, edit your environment 
variable to "{{{LANG=en}}}" using your preferred tool in order to make "en" 
value persistent setting.
