For 0.9, it may be better to have an app like thgupdater.exe as you suggest, plus a 'ExtensionSettings.exe" app for configuring the shell extensions. Since this issue was opened for a way to start the taskbar app from the start menu in 0.8.n, I'm going to mark it fixed when I push a fix to the installer to stable.
