After a successfull install of the newest msi build (self built from
sources) on a clean install of Windows 7 Ultimate 64bit, I downloaded
and installed the 32 bit TortoiseOverlays-1.0.11.18359-win32.msi and voilá,
the overlay icons are there in open file dialogs of 32-bit processes.
Context menu works too.

I think the strategy not to merge 32-bit TortoiseOverlays
into the 64-bit thg msi should work (that is, 18f92639fd7f
is fine [1])
