We talked about these things some time ago. For the first patch, our contrib version of hg does some 'frozen' magic that doesn't seem to be needed. For the second patch, this seems like a nice thing to do :-). I have done so for my own repoman installer for both repo, thg and hg.
The disadvantage should be obvious: We now rely on a directory layout which is outside our own directory. Notice, though, that this is no different than all the WIX stuff.
