I just pushed to crew a series of changes targeting on the text
(UTF-8, etc) encoding issues that we have seen so far. The changes
have been tested on several sample repos, with various encoding. Most
of these repos were uploaded to respective SF bug reports, including
Traditional Chinese (cp950), Russian (cp866), German umlaut, and
utf-8.

I've tried my best to test the changes as much as I can, but I feel
it's time to have more people looking at them. So, it'd be really nice
if some of you can help test them out on whatever locale/encoding you
are using.

I already have a feeling that there are still a lot of places I
missed. Let's see...
