Just as 'tip' is a floating tag, named branch's names are floating tags.
Beyound that I will refer you to the Mercurial wiki and book.

I am willing to take a shot at it post 0.4Final...
Are we waiting for any other changes before 0.4rc4 can be released?
Named Branches (which is related to the Target Revision fix already in place (I
hope)) are going to be crucial for my group's workflow in a few weeks, so I am
very motivated to work on them once 0l.4Final is ready. :)
