What's the older version of TortoiseHg you have on those machine? TortoiseHg need to setup Explorer shell extensions for overlay icons and context menu, which required admin priviledge. The latest installer was actually downgraded from Admin to Poweruser, for the non-admin users with admin permission will be able to installed.
