What's the older version of TortoiseHg you have on those machine? Do
you mean you were able to install the older version as non-admin user?

TortoiseHg need to setup Explorer shell extensions for overlay icons
and context menu, which required admin priviledge. The latest
installer was actually downgraded from Admin to Poweruser, for the
non-admin users with admin permission will be able to installed. So I
am quite confused.
