Unfortunately there currently is no tool to do this automatically. Here are a few questions to try to find the cause, before you do anything drastic. Have you previously installed any other version of TortoiseHg, or perhaps installed from source? Is TortoiseHg installed on the same account as the one you are using now? Do you have TortoiseX (where X could be SVN, CVS, or anything else) installed on the same machine? With which account was it installed?
