The instructions indicate:

"If you prefer the previous (<=0.7) behavior of directly launching your visual 
diff tool, then you can recover that behavior via the user settings dialog and 
TortoiseHg->Skip Diff Window."

I tried the Skip Diff Window set to "True" for both Global settings and the 
Repository settings. It seems to have no effect on the behavior. I continue to 
get the new file list window.

Is there anything that could be preventing this setting from taking effect? An 
artifact from a previous install perhaps?

There is a way to get the old functionality.  It's all been recently
documented here:
