I've just pushed a change to stable that adds a new doc/ subdirectory. Inside that directory are a readme and a Makefile. Feel free to experiment.
The documentation system is based on restructured text as the source and sphinx doing most of the cooking. Latex is used to generate PDFs and the Windows help compiler must be used to generate the final CHM. This will gain complexity over time, but it looks like a very maintainable system. Developers are encouraged to contribute to the documentation, especially if new features are added. And there are still a great many things that are undocumented.
