Steve, Thanks loads for the detailed response. That is going to really help. And it gives me more knowledge of how mercurial works (well how to use the features it provides :-).
I'm not sure when/if I'll get around to checking out python and creating a clearcase extension, but if I eventually do, I start where you suggested, and you'll probably get questions from me. I also see your alternative workflow proposal, and I may see if I can get that to work. Eventually I expect that all this knowledge will make my job easier, but right now it's a lot to take in.
