Hi,

Yesterday, I received an email from PayPal with the subject "PayPal 
appeal denied". Which is surprising because I never appealed to anything.
Reading through the email I discovered that some brain damaged moron 
decided that I belong to the category "non-registered charities and 
non-profit organizations (NPOs)" and PayPal therefore can't do business 
with me anymore. And that their decision is "final" (case 
"PP-001-070-523-309  (KMM5520352V28182L0KM) :ppk1").

Now, I use my PayPal account exclusively to receive donations for 
TortoiseSVN. The donations are used to cover the server costs and what's 
left at the end of the year is shared among Simon, Lübbe and me.

Trying to reason with PayPal has so far been futile. They're capacity to 
resist any reasoning is astonishing, but I'm not giving up yet.

Now, I could understand if they blocked my account because I did 
something wrong, but they never mentioned any wrongdoing on my part, 
only that they decided that I belong to that category now. And all this 
without any notice or warning.

Something which is obviously completely bogus, because for one, they 
advertise using PayPal for exactly this cause, and because they allow 
the biggest open source hoster to do the same for all open-source 
projects hosted there: sourceforge.net.
Any project on SF.net can opt-in to receive donations via their 
PayPal-account. That's more than enough prove (for me at least) that 
they explicitly allow using PayPal to receive donations for open-source 
projects. Why they decided that TSVN or I aren't allowed to do so is 
beyond me and they haven't (yet?) explained that.

Since PayPal now holds all my money in that account hostage for at least 
180 days, I'm not sure whether I can cover the server costs until then. 
I might have to dig into my own savings.


This means (at least for now, I still hope that PayPal hired at least a 
few people that actually have an IQ that's over 70) that you can't make 
any donations to our project anymore.
