It may be better to check which Mercurial versions are supported by TeamCity.

... on Windows, TortoiseHg and Mercurial are usually installed as a single
integrated package, so you won't be able to upgrade only Mercurial (TortoiseHg
is also tightly coupled with Mercurial internal APIs, so you would need
contemporary versions of both anyway).

I'd suggest you simply upgrade TortoiseHg. Just be aware that pre-1.0 versions
must be uninstalled first; see:
