That's actually the msi installers doing.
If msi detects that an application has files in use which require 
deleting/replacing, it shuts down those processes and attempts to restart 
them afterwards. Problem is that the restarting doesn't always work.
But since it's msiexec that does (or does not) do it, we can't do anything 
about that.
(msiexec is part of Windows).
