Sounds more like it should be an option in Github Enterprise, svn lock 
response: Error / OK

You could investigate the option to place an Apache httpd server as a proxy in 
front of Github Enterprise. You only need a tiny VM with Apache httpd.
 - Proxy most requests straight through to Github Enterprise.
 - Add mod_rewrite rules that match LOCK and UNLOCK verbs. Return the same HTTP 
response code as a Subversion server normally does for a successful LOCK 
request.
