I think I solved the issue myself. I believe that if TSVN has not cached the commit notes, they will not appear along with the merge info on the recent messages button. I frequently merge several branches at once, and I have the commit numbers, so I don't use the log selector to find the revision. In those cases, TSVN has never seen the commit notes, so it doesn't have them cached, so they're not on the button.
