The problem was solved by upgrading VisualSVN Server to version 2.5.5 and 
installing VisualSVN 3.0 on the client machine running Windows 8. The 3.0 
release adds support for Visual Studio 2012 as well.

Now I'm able to log in using TortoiseSVN in Windows 8. My VisualSVN Server 
is currently configured with Subversion Authentication instead of Windows 
Authentication. And I haven't tested Windows Authentication after upgrading 
the server.
