I do have the same kind of problem:
Everything went well since many years up to the last update to Tortoise 
1.9.7.
I now systematically get an error message : tortoise svn sqlite database is 
locked
The only solution found so far is to make a safe copy of the directory, 
delete the folder make a fresh check out and then overwrite the files from 
the safe copy.
Unfortunately this workaround worked only for ... 2 days!!!!
This is a pain because in the same folder, I do have about 10 GBytes of 
unversioned files, which takes a while to copy... so I cannot afford to do 
it every other day.
And I cannot manually copy each modified files by hand which would make SVN 
relatively useless... :(

I'm currently trying to downgrade Tortoise to my last well working copy 
(1.9.4)...
