Hi! Read an svn book about precommit hooks.
Your server has a precommit hook installed that does some additional checking and prevents the commit. I use such in some of my repositories to allow write access on a much finer level (each user only in his project tree) than what subversion offers. This is a server configuration issue, not a tool issue. Ask your server admin for details. Tortoise Subversion only reports a failure message it receives from the server.
