Unfortunately other users would be able to view prior editions of the
repository, and can check out files from any revision, even if you did
delete it from other's drives. It's still in the repository, and others
will be able to see it as longs as the repository remains.

There is no "obliterate" function in SVN, it is designed to never forget.

However, if you are truly desperate to excise the file from the repository,
you'll need to be an admin-equivalent to try the svndumpfilter.
You'll not want to do that on the actually repository though, you'd want to
back up a copy first.

Short of that, I have seen a paid third party tool that advertised that it
could remove items from a repository, but I cannot remember what it was
called and I could not find it again with google.
