"compare with working copy" from the log dialog creates a patch file and then starts TMerge to "apply" that patch to the working copy. It won't work with other diff tools since they can't apply a patch file (well, most of them can't).
The command works fine for me here. And I really can't see why there would be cmd.exe processes popping up. When I check the source code, all it does is create the patch file (unified dif), then starting TMerge to apply that patch. What's the url/path/... of the item you show the log for?
