Let me try to explain this more clearly: * Subversion defines the protocol * GitHub implemented something of their own, they are not using svn code
Now, since GitHub has their own implementation, the svn developers simply can not predict or figure out why GitHub's implementation fails, because only GitHub knows that code. It doesn't matter whether I can reproduce the problem or not. I can not do anything about it.
