I have written a plugin for Eclipse. The plugin use the command line of TortoiseSvn to communicate with Subversion. The files in the workspace and the repository are compare with a last synchonize date and action is suggest. The Action change. Depending on the action, the file is copied from the workspace to the repository, or vice versa. Deleting in the workspace and repository is also as action possible. Before the list of files is loaded, the repository can be updated. If you click the Merge button, the action (copy, delete files) will be used and, if files have been copied or deleted in your repository, you can commit your repository in Subversion. The plugin runs on Windows 10. It must install TortoiseSvn and WinMerge. The Path to the Program's can set in the config.txt.You must create the folder "C:\Program Files\Vcs" and add the config.txt. filters.txt and workspace-repository.txt.
