Hi,

i've now observed two instances where MergeInfo got lost during another merge.
I've talked with the developers that did the merges and it seems there wasn't
any manual tampering with merge info.

I'll ilustrate one case to show the problem:

rev. 44312 merged rev. 44309-44311 resulting in this merge info change:
old: ,44248,44273-44275,44277,44287,44296
new: ,44248,44273-44275,44277,44287,44296,44309-44311
using Version:
TortoiseSVN 1.9.5, Build 27581 - 64 Bit , 2016/11/26 09:18:58
Subversion 1.9.5, -release

rev. 44322 merged rev. 44272 resulting in this merge info change:
old: ,44248,44273-44275,44277,44287,44296,44309-44311,44317
new: ,44248,44272-44275,44277,44287,44296
using Version:
TortoiseSVN 1.11.1, Build 28492 - 64 Bit , 2019/01/08 21:40:39
iSubversion 1.11.1, -release

As you can see, 44309-44311,44317 got removed by this merge. Again, as far as I
know, there was no manual tampering with merge info.

Can you give my any insight on how this could have happend?
