This all started yesterday after updating from 1.10.3 to 1.12.2.  I can ssh 
to remote server, but could not svn+ssh. My colleagues who haven't upgraded 
yet don't have any issue.

Found workaround by changing tunnels config to use plink instead of 
tortoiseplink and now svn+ssh is working again, albeit with annoying 
command prompt appearing often. 

Using tortoiseplink, /var/log/secure on svn server just logs "Connection 
closed by <IP>"

With plink I get "Accepted publickey for <user> from <IP> port <P> ssh2" / 
"session opened" / "session closed" as expected.

FYI I don't have the default settings registry key mentioned in faq
