Hi,

I have a working copy in P:\1234567890123 and want to run subvcrev on it, 
so I call "C:\Program Files\TortoiseSVN\bin\subwcrev.exe" P:\1234567890123" 
from the windows command line. The result is what I expect: 

SubWCRev: 'P:\1234567890123'
Last committed at revision 7087
Updated to revision 7087
Local modifications found
Unversioned items found

When I change the folder name to 12345678901234 (append a 4) and call 
"C:\Program Files\TortoiseSVN\bin\subwcrev.exe" P:\12345678901234 it gives 
me:
SubWCRev : E155007: 'P:\' is not a working copy

More generally spoken, SubWCRev tries to work on the parent folder of the 
given repository when the folder name is 14 characters or more. This 
happens in working copies in my root directory (P:\...) as well as in 
subfolders like "P:\a\12345678901234" ("P:\" and "a" are no working copies).

I am using TortoiseSVN 1.12.2, Build 28653 - 64 Bit , 2019/08/04 13:03:09.

Anything I have done wrong or is it a bug?
