I think this is a simple issue, yet I cant fix it.

Using TortoiseSVN 1.9 and svn 1.7.14 I cant access repos imported on a
brand new Red Hat Enterprise Linux server.  I'm getting "unable to connect
to a repository at URL 'svn://xxx.xx.xxx.xxx/svn/dept_a/project_a'  No
repository found in 'svn://xxx.xx.xxx.xxx/svn/dept_a/project_a"

I have port 3690 open on firewalld, still cant access.  Using nmap and net
at that port is open.

I've disabled firewalld and still can access.

I've tried to uninstall TortoiseSVN and reinstall and still getting the
same issue as before.

I was able to create the repos successful with svnadmin create and also
verify to with svnadmin verify, so I'm not sure where the issue is.
