I'm using the latest TortoiseSVN 1.13.1, Build 28686 - 64 Bit , 2019/10/31 
18:49:38

I check out and constantly update quite a number of public repositories 
from github.

Due to occasional network instabilities issues (you know, network censoring 
in China), from time to time I encounter this error:
'ra_serf: The server sent a truncated HTTP response body.'

And it will cause local working folder in a constant '*skipped obstructing 
working copy'* erroneous state when I Update again. 

This I can accept, as long as I can fix it by the *Clean Up* command (with 
all checkboxes ticked except the three one located at the bottom) and then 
execute *Update again*. And I remember this solution works several years 
ago, but *it's not working now* since several years ago.

So in this situation, is there any other workarounds for fixing the '*skipped 
obstructing working copy*' error, other than the following not-working 
methods I've tried?

   - The Clean Up command.
   - Delete the subfolder pointed out the error message and then Update 
   again.
