I note that the file ignores on my system include ".la", presumably by 
default. It should be possible to edit the file ignores for the system.

Activate the *TortoiseSVN -> Settings* context menu and then it's on the 
*General* page. Look in the *Subversion* group for the *Global ignore 
pattern* option.
