You will probably have better luck contacting their support (as suggested by Pavel Lyalyakin in the other thread).
Since this is a problem on the server side, you might be able to get some help at the [email protected] mailing list where there are more experience in the server side of Subversion. TortoiseSVN is "only" a GUI on top of the Subversion code. (Not said in a condescending manner, but there are a limit to what can be done in TSVN).
