I believe you asked the same question on the [email protected]

I think the answer given by Nathan Harman should contain a few clues. It 
also asked a few questions about the different versions, both for the 
Subversion server and for TortoiseSVN.

There is probably very little extra knowledge this list can provide so I 
suggest you continue the discussion at the above mailing list.
