It seems to me that Project Monitor is always checking for updates whenever 
you click a new node in the left-hand side tree.

While I understand your request and agree with the general idea, I think 
there are more urgent issues to address (for example upcoming changes in 
the Subversion project). But I think this might be a great way to start 
contributing to the project, since both CommitMonitor and TortoiseSVN are 
open source it should be relatively easy to get started porting the 
interesting bits and pieces.
