I specifically asked a contact at O'Reilly, who told me to use that
page to propose a track.  However, there is a specific email address
for proposing new tracks, and we'll use that in parallel.

So, earlier today on this list we agreed on a process, which is
outlined here:

If we cannot get a positive sign within 7 to 10 days, we probably want
to fall back to doing a coordinated set of proposals, as Luis suggests.
