The intent was to make the connection between UCOSP and people on the TOS list who may also not have heard of the program before - no formal discussions implied, just making folks here aware of options, interesting models, and people who may potentially be interested in their work. Basically, link-sharing + "hey, here's a person involved in the thing described at this link."
