It would be very helpful for the process if we could get the involved
folks to open collaborate outside of the RHT vpn. For example, use
project source hosted on git.teachingopensource.org.

Another thing that is important is the tools used. That is, I'm not
going to ask us to police what the RHT designers are using at their
desktop, but I need to be able to take the SVG image file they've
proposed as a draft, open it in Inkscape, make an adjustment, and save
it as a new SVG, knowing fidelity will be retained.

There's no reason this shouldn't be possible, but it would be good for
them to be forewarned of that requirement, too. :)
